- Cook cabbage in water over low heat and drain. 
- Melt butter in sauce pan over low heat, add flour and whisk together until blended. 
- Add milk, salt, and pepper, stirring together to make a thin white sauce. 
- Once combined and heated for a few minutes over low heat, stir the sauce into the drained cabbage. 
- Stir in the cheese and 1/2 the cracker crumbs. 
- Place in a greased 2 quart baking dish and dot with cubed 2 Tablespoons of butter. 
- Cover with remaining cracker crumbs. 
- Bake uncovered at 400 degrees for 25-30 minutes or until cheese is melted.
