Cook cabbage in water over low heat and drain.
Melt butter in sauce pan over low heat, add flour and whisk together until blended.
Add milk, salt, and pepper, stirring together to make a thin white sauce.
Once combined and heated for a few minutes over low heat, stir the sauce into the drained cabbage.
Stir in the cheese and 1/2 the cracker crumbs.
Place in a greased 2 quart baking dish and dot with cubed 2 Tablespoons of butter.
Cover with remaining cracker crumbs.
Bake uncovered at 400 degrees for 25-30 minutes or until cheese is melted.
